As far as I can say, the note which you have drafted about the British Council scholarships in Hong Kong University covers all the necessary points. If it were possible to have a long notice in the press, I think it would be well to explain that the Sino-British Cultural Association is a genuine and well respected Committee from the Chinese side. I have also thought it would be pleasant if we could put in a word to show that Hong Kong University treated the Council's grant in a very enlightened way and broadened the possibility of work among the Chinese from the basis which was originally suggested.
I note that Sir William Peel and an ex-Vice Chancellor of the University are going to write articles and I am sure that these will serve a useful purpose.
The scheme, as you will remember, had great encouragement from Sir Stafford Northcote and I wonder if some reference should be made to him or whether his name could be used in some way at this final stage?
